Senator Jimmy Hickey If you don't mind, let me get to the amendment here. Okay, members, what this is, is an amendment to the appropriation bill for the prison construction. And what I want to tell you right now is this bill is not spending any money. All this is doing is moving money and parking it in holding accounts. And what it would do is set up two accounts. One of them would be $750 million, which is the exact amount of the appropriation. And I want to emphasize that we are not increasing the appropriation. That account's already set up and currently has $330 million in it. I'm rounding, of course. So it does have the 330 in it. And then we'd set up another account that would be titled Prison Construction or Contingencies. And again, this does not increase the appropriation in any way. What it also does, it allows the money, the interest that we've been putting in the catastrophic reserve, it releases that money so that money can also be used. That account is up to, I believe, $1.9 billion. We had structured it that way, or it had been structured that way back whenever we were trying to grow that account. What this will also do is make it so that we have enough money to park this billion dollars, and it also will free up about another $100 million in funds to help with our cash flow. I'll attempt to answer any questions.
