Senator Breanne Davis Good afternoon. Thank you everyone for being here. I’m going to go ahead and call this meeting to order. Do we have any words from our co chair? No? All right. In that case, we will just get right to business starting with item B. 

Position swaps

Staff Thank you, Madam Chairman. Item B is a request for a surrender pool position from Arkansas State Police at the Department of Public Safety. They’re requesting to surrender one corporal position in return for one ASP captain position. The request is due to the need for relief in their supervisory titles and help create more effective supervisory ratios for oversight and support. 

Because this is a one-for-one surrender, the total number of authorized positions does not change. The expected cost of the swap is roughly $42,000 due to the previous position having been vacated in August. OPM has recommended the position swap. 

Senator Breanne Davis Right, do we have any questions? Seeing no questions, I’ll take a motion to consider this item reviewed. Do I have motion and a second? Have a second. All those in favor, please say aye. Opposed, no. Motion carries. Item C. 

Staff Madam Chairman, item C is a request from North Arkansas College. They’re requesting to access the higher education surrender pool for four positions. They will be surrendering two IT pool positions, a financial aid analyst, and a fiscal support pool position in return for a payroll services coordinator, two student recruitment specialists, and a director of police and public safety. 

Like the previous request, this is a four-for-four swap. So the total number of authorized positions at the institution is not changing. The Department of Higher Education has recommended the request of the swap or has recommended the requested swap positions. 

Senator Breanne Davis Do we have any questions on item C? Seeing none, I’ll take a motion that this item is reviewed. I’ve got a motion and a second. Is there any discussion? All those in favor, please say aye. Opposed, no. Motion carries. We’re going to move on to item D. This item requires no action, and it’s a report that Mr. Grant Wallace is going to give the committee, I think, based on a request from Senator Hammer at the last meeting. 

EDB report

Staff Madam chairman, item D is a discussion item only, does not require any action. In August, Shared Administrative Services requested seven additional position positions for EBD’s office of property risk. During the discussion, the committee requested that EBD’s director come back in November and give an update on the positions. They’ve provided a letter that’s in your packet as item D with some information, and Mr. Wallace is available for questions if needed. 

Senator Breanne Davis If anyone has any questions, we’re happy to call Mr. Wallace up to the table. But if there are no questions, we can move on to the report section. All right, seeing no questions, we’ll move on to reports. 

Staff All right, Madam Chairman. Items E through I are various reports that are sent to the personnel committee. These reports require no action. They include the personnel actions report, special compensation and recruitment, recruitment incentives awards, department of correction, community correction caseload and vacancy report, a provisional position report for the positions at institutions of higher education, and a higher education employee disclosure report. And I’ll take any questions about those reports if the committee has any.
