HB 1022: Removing Performance Incentives

Arkansas House Bill 1022 by Representative Andrew Collins would repeal performance-based incentive awards for public schools and open-enrollment public charter schools. It instead focuses on academic growth and specifies that in order to qualify for funding, public charter schools must be open enrollment.

Here's what the bill does:

  • Repeals Performance-Based Funding: The bill removes the provisions that established the Arkansas School Recognition Program, which provided financial awards to schools based on student performance and academic growth. It would continue to provide funding for schools that achieve academic growth but eliminate funding for schools that already excel in student performance.
  • Removes Funding Formula and Distribution: It eliminates the specific funding formula that awarded $100 per student for schools in the top 5% and $50 per student for schools in the top 10% in student performance.

Essentially, this bill dismantles the existing system that rewarded schools financially for achieving high student performance.
