Representative Les Warren We’ll call this meeting to order. I see a quorum. Glad to have everybody here today. We’ll get with our regular business items. Mr. Robinson, if you will begin with item B. 

Division of Agriculture

Staff Thank you, Mr. Chairman. Item B is a request from the Department of Agriculture. The nutrition services program is being transferred from the Department of Education to the Department of Agriculture. Through this transfer and the unification of interconnected programs, the department is requesting to create two new growth pool positions, an Agriculture Division director at an EXE01 and a data analyst at an IST07. 

The agency has also agreed to freeze three positions within the Division of Agriculture to help offset the new positions. The total expected cost is $300,000 with 102,000 of that coming from general revenue. This will increase their total number of positions at the department by two. OPM has recommended the two new positions.

Department of Labor and Licensing

Staff Mr. Chairman, item C is a request from the Department of Labor and Licensing. The request includes two new growth pool positions, a Labor and Licensing Division Director 2 and an Attorney 1. The Division Director 2 position is being requested due to the merging of the director duties for both the Towing and Recovery Board and the Bail Bonds Licensing Board. 

The attorney position is requested due the additional duties placed on the current mediator as an administrative law judge for all divisions within the department. The department will be freezing three positions listed. The expected cost of the two new positions is about $220,000 and will increase the total number of positions at the department by two. OPM has recommended the requested positions.

Military Department

Staff Mr. Chairman, item D is a request from the Military Department to surrender two positions in return for a data scientist at an IST08 and a data analyst at an IST07. The department believes the new positions will assist with strategic goal of enhancing digital infrastructure and enabling advanced data-driven decision making. Because this is a two-for-two swap, there is no net increase in positions. And the estimated cost is $95,000. OPM has recommended the position swap.

Department of Corrections

Staff Mr. Chairman, item E is an approval item. This request is from the Department of Corrections to reassign 51 positions from the Division of Correction to the Department of Corrections, Shared Services Division. This reassignment will provide positions for the recidivism reduction system created during the last session through Act 769. 

The request has been through Peer and received their recommendation to Personnel for approval of the reassignment. There are 50 correctional officer positions and one corrections deputy director position, all currently vacant being transferred. OPM has recommended the reassignment of the positions.

Office of Skills Development

Staff Mr. Chairman, Item F is a miscellaneous federal grant request previously reviewed by Peer for two workforce development specialists in the Office of Skills Development at the Division of Workforce Services. These positions will be utilized within the American Manufacturing Apprenticeship Incentive Program. OPM has recommended the titles.

Staff Mr. Chairman, items G through J are reports that require no action. They include the provisional position report from Higher Ed dealing with positions provided through unanticipated funds, Division of Community Correction caseload report, personnel actions taken by agencies and divisions based on authority provided in the Class and Comp Bill, as well as a report of special compensation and recruitment incentive awards provided to employees.
