Senator Breanne Davis All right, thank you all for being here this afternoon. If you would take your seat. Thank you. I’m going to go ahead and call this meeting to order. And we are going to kick off with item B. I’ll turn it over to Tony Robinson.
Representative Henley hire
Staff Thank you, Madam Chairman. Item B is a request from the University of Arkansas Community College Hope Texarkana to temporarily hire current Representative Dolly Henley into an extra help position to fill the role of the director of Hempstead Hall. Arkansas Code 21-1-402 requires approval by council as well as the governor. The governor’s approval letter is provided on page 4 of the packet.

Bonuses approval
Staff Madam Chairman, Item C is a request for approval from both the Department of Shared Administrative Services and DFA for a plan to provide special compensation award bonuses to employees in the classifications listed on page 2 of the request. This request is the handout next to your packet.
We’ve had an updated handout come in, and so that’s the one on your table that’s not in your packet. The employees will have worked on the specific projects and programs listed. As S/4HANA , pay plan, onboarding, ARIBA, and performance goals in the compensation system for both DFA and Shared Administrative Services.
The plan for these bonuses must be approved prior to the departments providing them to employees. The process for these bonuses and awards are established in Arkansas Code 21-5-227. OPM has recommended the plan for both Shared Administrative Services and DFA.

DHS transfers
Staff Madam Chairman, Item D is a request for approval from the Department of Human Services for a reallocation of resources. The Department is requesting to move one social services supervisor expert from County Ops to the Secretary’s Office, one program eligibility specialist from County Ops to Aging, Adult and Behavioral Health Services, one DHS division administrator from Developmental Disabilities to Aging, Adult and Behavioral Health Services, and one social service supervisor expert from County Ops to Youth Services.
This includes a transfer of roughly $180,000 between the divisions specifically for the positions transferred. The reallocation request also includes various other transfers of appropriation and or funding that were reviewed and recommended by Peer to Personnel for approval.

Staff Madam Chairman, items E, F, G, and H are reports that require no action. I’ll take any questions members may have. The reports include a provisional position report for positions at Higher Ed that are created using unexpected funds, special compensation and recruitment incentive awards that have been paid out across state agencies, personnel actions taken by departments and agencies based on language previously approved by the General Assembly, and a community correction quarterly caseload report.
