Executive Subcommittee

February 19, 2026

Senator Justin Boyd This meeting is called to order. Mr. Chester Shannon, superintendent, if you could come to the table, turn on your microphone, and introduce yourself with your name and your position or who you’re representing.

Chester Shannon I think I have sound. Chester Shannon, Superintendent, Jackson County School District, Tuckerman, Arkansas. I’m here today to ask for a request on the TIPS TAPS. This is my second time to come down and ask for an addendum to that amount as we’re in the middle of this construction.

My reasoning for that is, some of this we’ve been blessed to get some grants. And some of these, sometimes what is construction and what is maintenance and replacing of doors is sometimes open to interpretation. And so as we’ve had change orders, we’ve had an opportunity to do some things to our building while this crew was there at a much reduced cost of what we’ve got in the past. And so we’ve wanted to do these changes. But I also want to make sure that I’m covered with the waiver from this board.

Senator Justin Boyd Any questions for Mr. Shannon? Okay, Representative Eaves.

Representative Les Eaves Mr. Shannon, I just wanted to offer a little bit of an apology for you having to come back down here for this. There was no process or procedure for us to do it without you coming back down here and presenting the case since we’d already previously approved a different amount. So I know it’s a little inconvenient, but there was just no process for it. So I appreciate you coming down and explaining that.

Chester Shannon That’s no problem. My son who works down here is a chiropractor and he appreciates me coming back down here.

Senator Justin Boyd Well, thank you. Any other questions, comments? Okay, with no other questions or comments, do we have a motion to approve the waiver request? Okay, I have a motion from Senator Rice and a second from Mr. Speaker. All in favor say aye. Okay, motion is passed. Any other business?

Marty Garrity Marty Garrity, director of the Bureau of Legislative Research. Just want to let this committee know that every two years the bureau undergoes its own audit. We hire an independent auditor and we got the results. And the bureau had no findings in its last audit. So I’m happy to report that.

Senator Justin Boyd Yes, thank you. Congratulations. That’s great news. All right, with no other business, we are adjourned.
